THE STORY
Casselberry exists because of a tax argument. Hibbard Casselberry persuaded the residents of Fern Park that the surest way to avoid property taxes was to incorporate their own tax-free town, and on October 10, 1940 they did, with a population of roughly 300. The town carries his name.
Before that it was ferns. A housing development west of Lake Concord called Fern Park Estates was platted with small lots that each included a small fernery, growing Asparagus Plumosus for floral arrangements shipped across North America. The ferneries here became one of the world's largest sources of it, which is an unusual thing for a Seminole County suburb to have been.
The Second World War ended that. Ferns were declared non-essential, and Hibbard Casselberry moved the local economy onto government contracts, manufacturing bandoliers, bomb parachutes and hospital tent liners.
The oldest structure in the story is older still: a blockhouse called Fort Concord was built on the shore of Lake Concord in 1849 to shelter settlers during the Seminole Wars.
